Drop in maritime officer's shore leave

Recently it has been observed that more sailors are being refused for shore leave. Shore leave is a brake for sailors when ship visits a port. Sailors stay on the ship through out their contract period and have very limited recreation facilities when they are on ship.

The kind of facilities maritime sea staff gets include table tennis, gymnasium, carom board, cards, movies, music, sometimes snooker, etc. So you see that the options are very limited.

In today's world which is filled with facebook, whsapp, hike and what not, if you are restricted to not use any of these then can you image how your life will be? The life is lot more faster and connected than anytime before and seafarer's are no exception for the same. A shore leave creates an opportunity for them to interact with the outside world. Get the feel of happenings in the real world.

The recent annual Seafarer Shore Leave Survey indicates that most of the denials were because of not having a valid visa of the country were MLC 2006 is enforced.

Now MLC is claimed to be the 4th pillar of shipping and is suppose to be focused around seafarers and their benefits. So thats the case then I would like to know what provisions MLC has to counter this shore leave problem? Do they have a solution for this? Please help me understand this by throwing some light on this aspect of MLC. You can write in the comment section of this post.
